Objectives
** KNOWLEDGE AND UNDERSTANDING
STUDENTS WILL GAIN A SET OF BASIC ANALYTICAL TOOLS TO UNDERSTAND 1) THE PROBLEMS OF MARKET FAILURE THAT REQUIRE A STATE INTERVENTION; 2) THE PROBLEMS OF STATE (INTERVENTION) FAILURE THAT MAY REDUCE ECONOMIC EFFICIENCY; 3) THE MAIN TECHNIQUES OF COUNTERFACTUAL ANALYSIS OF PUBLIC INTERVENTION AND OF EFFICIENCY MEASUREMENT.

** APPLYING KNOWLEDGE AND UNDERSTANDING
THROUGH FRONTAL TEACHING AND CLASSES, STUDENTS WILL BE GRADUALLY BROUGHT TO THE CAPABILITY OF UNDERSTANDING THE PURPOSES OF PUBLIC INTERVENTIONS, THE RESULTS OBTAINED AND SOME PROBLEMS RELATED TO THE USE OF THE DATA IN THESE AREAS. THROUGH INTERACTION WITH THE TEACHER AND CLASSES, STUDENTS WILL BE ABLE TO ENACT A GRADUAL AND CONSTANT CONTROL ON THEIR LEARNING CURVE.

FAILURES OF THE STATE AND OF PUBLIC INTERVENTION.
PARAMETRIC AND NON-PARAMETRIC ANALYSIS OF EFFICIENCY: SFA, FDH, DEA, ORDER-M.
COUNTERFACTUAL ANALYSIS OF PUBLIC INTERVENTION: DIFFERENCE-IN-DIFFERENCES, SELECTION ESTIMATORS, MATCHING METHODS.
Teaching Methods
FRONTAL TEACHING, INTERACTIVE TUTORIALS AND CLASSES. THE LATTER EMPHASIZE THE STRICT LINK BETWEEN CONCEPTUAL AND EMPIRICAL TOOLS AND AVAILABLE DATA.
Verification of learning
LEARNING IS ASSESSED BY WRITTEN AND ORAL TESTS. MARKING FOLLOWS THE TRADITIONAL ITALIAN SCALE. AT THE TIME OF THE WRITTEN TEST IS POSSIBLE TO DELIVER A INDIVIDUAL REPORT (ASSIGNMENT), ON A TOPIC AGREED WITH THE PROFESSOR. THE DURATION OF THE WRITTEN TEST IS 1 HOUR AND 30 MINUTES; WHILE THE ORAL TEST LASTS NO MORE THAN 30 MINUTES.
