THIS COURSE AIMS TO DESCRIBE THE CONCEPTS, THEORIES AND METHODS THAT ARE MOST FREQUENTLY USED TO ANALYSE DECISION-MAKING PROCESSES IN CONTEMPORARY DEMOCRATIC REGIMES AND IN ITALY IN PARTICULAR. THE COURSE WILL INTRODUCE TOOLS FOR THE ANALYSIS OF PUBLIC OPINION AND DESCRIBE THE FORMAL PROCEDURES OF DISCUSSION AND DECISION-MAKING THROUGH WHICH POLITICAL AND INSTITUTIONAL ACTORS ARRIVE AT SPECIFIC DECISIONS. SPECIFIC EDUCATIONAL GOALS: KNOWLEDGE AND UNDERSTANDING STUDENTS, STARTING FROM THE CLASSICAL LITERATURE THAT OFFERS DIFFERENT VIEWS ON THE ROLE AND CHARACTERISTICS OF PUBLIC OPINION, CAN READ AND INTERPRET THE CURRENT LITERATURE ON THE ANALYSIS OF PUBLIC OPINION AND ITS INFLUENCE IN PUBLIC DISCUSSION AND DEFINITION OF POLITICAL-INSTITUTIONAL DECISIONS. ABILITY TO APPLY KNOWLEDGE AND UNDERSTANDING STUDENTS SHOULD BE ABLE TO KNOW HOW TO CRITICALLY USE THE TOOLS OF PUBLIC ANALYSIS OF QUANTITATIVE AND QUALITATIVE TYPE, OF MONITORING THE PROCESSES OF DEVELOPMENT OF PUBLIC DISCUSSION AND OBSERVATION OF THE ROLE THAT INDIVIDUAL AND COLLECTIVE ACTORS PLAY IN SHAPING THE DECISION OF POLITICAL INSTITUTIONS AND IN PARTICULAR OF THE LOCAL ONES. |

THE COURSE IS SUBDIVIDED INTO TWO SECTIONS: (1) DECISION-MAKING PROCEDURES AND SELECTION OF DECISION-MAKERS AS A RESULT OF THE TRANSFORMATION OF COLLECTIVE ACTORS AND MASS ORGANISATIONS, (2) ANALYSIS OF PUBLIC OPINION. THE FIRST MODULE RELATES TO THE TRANSFORMATION OF POLITICAL PARTIES AND MASS ORGANISATIONS AND COLLECTIVE ACTORS IN GENERAL, WHICH HAS GENERATED IMPORTANT CONSEQUENCES FOR THE TRANSMISSION OF PREFERENCES FROM CITIZENS TO THE POLITICAL PROCESS. PARTICULAR ATTENTION WILL BE PAID TO THE SELECTION OF CANDIDATES, ELECTORAL SYSTEMS FOR THE SELECTION OF MONOCRATIC OR COLLEGIAL PUBLIC OFFICES AND THE RELATIONSHIP BETWEEN EXECUTIVE AND DELIBERATIVE ORGANS. THE NOTION OF PUBLIC OPINION, ITS EVOLUTION OVER TIME, ITS CURRENT CONFIGURATION AND THE METHODS THAT CAN BE USED TO ANALYSE IT CONSTITUTE THE CORE THEMES OF THE SECOND MODULE. AT THE OUTSET, THE RELATIONSHIP BETWEEN THE FORMATION OF PUBLIC OPINION AND THE CONSOLIDATION OF DEMOCRATIC, CONSENSUS-BASED REGIMES WILL BE EXPLORED. THE ATTENTION WILL THEN SHIFT TO THE DYNAMICS THAT ARE INEXTRICABLY LINKED TO THE DEFINITION OF PUBLIC OPINION, INCLUDING THE ROLE OF THE MASS MEDIA AND THEIR TRANSFORMATION. THE METHODS OF ANALYSIS OF PUBLIC OPINION WILL BE STUDIED, FOCUSING ON THEIR STRENGTHS AND WEAKNESSES DURING THE PREPARATION OF DECISIONS AND DURING THE ASSESSMENT AND MONITORING OF THEIR APPRECIATION BY CITIZENS. |
Teaching Methods | |

LECTURES, EXERCISES, SEMINARS. THE TRADITIONAL TEACHING APPROACH (LECTURES FOR THE PRESENTATION OF CONTENTS) WILL BE INTEGRATED BY INNOVATIVE METHODS, WITH THE AIM OF ENCOURAGING INTERACTION AMONG STUDENTS WHO, ABOVE ALL DURING THE SEMINARS, WILL BE STIMULATED TO BE ACTIVE PARTICIPANTS IN THE DISCUSSION. FURTHERMORE, WE WILL TRY TO STIMULATE STUDENTS’ ABILITY TO CRITICALLY AND CONSCIOUSLY APPLY CONCEPTS AND THEORIES TO EMPIRICAL RESEARCH THROUGH THEIR INVOLVEMENT IN EXERCISES ON SPECIFIC RESEARCH TOPICS. |
Verification of learning | |

ORAL EXAMINATION. THE VERIFICATION OF LEARNING WILL TAKE PLACE THROUGH THE ORAL INTERVIEW ON THE CONTENTS OF THE COURSE. THE OVERALL EVALUATION TAKES INTO ACCOUNT THE ABILITY TO REPORT THE CONTENTS OF THE REFERENCE TEXTS WITH APPROPRIATE AND CORRECT LANGUAGE, ESPECIALLY WITH REFERENCE TO THE DEFINITIONS OF CONCEPTS AND THEORIES AND THEIR RELATIVE THEORETICAL FRAMEWORKS. THE EVALUATION WILL BE HIGHER IF THE STUDENT SHOWS REMARKABLE LANGUAGE PROPERTIES AND A SIGNIFICANT CAPACITY FOR AUTONOMOUS PROCESSING AND CRITICAL RE-ELABORATION OF THE EXAM TOPICS. |
