Objectives
THE COURSE EXPLORES THE MAIN POLICY ISSUES RELATED TO DIGITALIZATION PROCESSES, AS WELL AS THE SET OF POLICIES THAT ACTORS DEVELOP IN RESPONSE TO THESE ISSUES. THE GENERAL OBJECTIVES OF THE DIGITAL POLICIES COURSE AIM TO PROVIDE STUDENTS WITH THE SKILLS AND KNOWLEDGE NECESSARY TO UNDERSTAND, ANALYZE, AND MANAGE THE CHALLENGES AND OPPORTUNITIES OFFERED BY THE DIGITAL AGE. UPON COMPLETION OF THE COURSE, STUDENTS WILL BE ABLE TO:
- UNDERSTAND THE THEORETICAL AND CONCEPTUAL FOUNDATIONS OF DIGITAL POLICIES, INCLUDING THE ETHICAL AND LEGAL PRINCIPLES THAT REGULATE THEIR IMPLEMENTATION.
- CRITICALLY ANALYZE THE REGULATORY AND NORMATIVE CONTEXT OF DIGITAL TECHNOLOGIES, IDENTIFYING THE SOCIAL, ECONOMIC, AND POLITICAL IMPLICATIONS OF POLICY DECISIONS.
- APPLY CONCEPTS AND TOOLS OF PUBLIC POLICY ANALYSIS TO THE FIELD OF DIGITAL TECHNOLOGIES, ASSESSING THEIR IMPACT ON SOCIETY, THE ECONOMY, AND INDIVIDUAL FREEDOMS.
Prerequisites
A BASIC KNOWLEDGE OF ENGLISH IN ORDER TO UNDERSTAND WRITTEN TEXTS IS BENEFICIAL.
Contents
THE COURSE IS DELIVERED THROUGH LECTURES, EXERCISES, AND SEMINARS. THE EDUCATIONAL UNITS WILL ALLOW STUDENTS TO:
- UNDERSTAND THE FUNDAMENTAL PRINCIPLES OF DIGITAL ECONOMY AND DIGITAL INFRASTRUCTURES, INCLUDING ISSUES OF ACCESS, EQUITY, AND DIGITAL INCLUSION.
- ANALYZE AND EVALUATE NATIONAL AND INTERNATIONAL REGULATIONS ON DATA PROTECTION, ONLINE PRIVACY, AND CYBERSECURITY, RECOGNIZING THE CHALLENGES AND OPPORTUNITIES OF DIGITAL REGULATION.
- IDENTIFY AND ANALYZE THE DIFFERENT INTERESTS THAT COMPETE AND COOPERATE IN THE PRODUCTION OF DIGITAL POLICIES.
Teaching Methods
THE COURSE IS CONDUCTED THROUGH LECTURES, PRACTICAL EXERCISES, AND SEMINARS. PARTICIPANTS WILL RECEIVE HANDOUTS FROM THE INSTRUCTOR FOR THE PRACTICAL EXERCISES.
Verification of learning
STUDENTS WHO ATTEND THE COURSE SHOULD PRESENT BRIEF REPORTS ABOUT
THEIR LAB ACTIVITIES. AN ORAL EXAME IS THERE FOR STUDENTS NOT ATTENDING
THE COURSE.
