Objectives
THE MAIN OBJECTIVE OF TEACHING IS TO PROVIDE STUDENTS WITH THEORETICAL KNOWLEDGE AND PRACTICAL SKILLS ON THE STRATEGIC ROLE OF DIGITAL INNOVATION IN PUBLIC ADMINISTRATION, BOTH ITALIAN AND SUPRANATIONAL.
- KNOWLEDGE AND UNDERSTANDING
STUDENTS WILL ACQUIRE FULL KNOWLEDGE AND UNDERSTANDING OF THE PRINCIPLES AND RULES OF DIGITAL ADMINISTRATION LAW, TAKING INTO ACCOUNT REGULATORY SOURCES (NATIONAL AND SUPRANATIONAL), CASE LAW AND DOCTRINE ON THE SUBJECT.
- APPLYING KNOWLEDGE AND UNDERSTANDING
STUDENTS WILL BE ABLE TO APPLY THE KNOWLEDGE LEARNED TO CONCRETE SITUATIONS AND UNDERSTAND ITS PRACTICAL IMPLICATIONS, INCLUDING THROUGH THE EXAMINATION OF CASE LAW AND OTHER MATERIALS. STUDENTS WILL BE ABLE TO SUPPORT THE DIGITISATION PROCESS OF PUBLIC ADMINISTRATIONS.
- MAKING JUDGEMENTS
STUDENTS WILL ACQUIRE THE ABILITY TO FORMULATE AUTONOMOUS JUDGEMENTS ON THE MAIN ISSUES IN THE FIELD OF ADMINISTRATIVE LAW AND DIGITAL INNOVATION, ALSO THROUGH THE CRITICAL ANALYSIS OF THE REGULATORY FRAMEWORK AND THE MAIN ORIENTATIONS THAT HAVE EMERGED IN DOCTRINE AND JURISPRUDENCE. STUDENTS WILL BE ABLE TO IDENTIFY, ELABORATE AND EVALUATE THE SOLUTIONS APPLICABLE TO THE CASES SUBMITTED TO THEIR ATTENTION.
- COMMUNICATION SKILLS
THE STUDENTS WILL BE ABLE TO PRESENT THEIR KNOWLEDGE IN WRITTEN AND ORAL FORM, WITH AN ADEQUATE TECHNICAL-LEGAL VOCABULARY; TO DEVELOP COMMUNICATION SKILLS, ALSO IN PUBLIC, ON ISSUES CONCERNING INNOVATIVE ASPECTS OF ADMINISTRATION AND TO INTERACT WITH THE SUPPORT OF ADMINISTRATIVE STRUCTURES, USING DIGITAL TOOLS.
THE TECHNICAL-LEGAL KNOWLEDGE ACQUIRED DURING THE COURSE WILL ENABLE STUDENTS TO UNDERSTAND THE REGULATORY, DOCTRINAL AND JURISPRUDENTIAL NOVELTIES OF DIGITAL ADMINISTRATIVE LAW AND TO SOLVE (ALONE AND IN GROUPS) NEW LEGAL PROBLEMS, ALSO THROUGH THE USE OF DATABASES (NATIONAL AND SUPRANATIONAL) AND BY CONSULTING THE WEBSITES OF PUBLIC ADMINISTRATIONS.

Teaching Methods
TEACHING WILL BE CARRIED OUT THROUGH LECTURES AND GROUP EXERCISES ON TOPICAL ISSUES, TO STIMULATE STUDENTS TO STUDY CASES AND IDENTIFY POSSIBLE SOLUTIONS. ACTIVITIES WILL BE CARRIED OUT WITH THE PARTICIPATION AND INVOLVEMENT OF STUDENTS, ALSO IN GROUPS, TO DEVELOP THEIR PUBLIC SPEAKING SKILLS.
Verification of learning
THE VERIFICATION OF LEARNING WILL TAKE THE FORM OF AN ORAL TEST. THE OBJECTIVE OF THE TEST IS TO ASSESS, WITH SOME QUESTIONS, THE ARGUMENTATIVE CAPACITY, KNOWLEDGE AND SKILLS ACQUIRED, AS WELL AS THE ABILITY TO SOLVE LEGAL CASES. FOR THE PURPOSES OF AWARDING THE GRADE, IN THIRTIETHS, THE FOLLOWING ASSESSMENT CRITERIA WILL BE TAKEN INTO ACCOUNT: KNOWLEDGE AND UNDERSTANDING OF THE INSTITUTES AND PRINCIPLES OF THE SUBJECT AND THE ABILITY TO APPLY THEM TO CONCRETE CASES (60%); OWNERSHIP OF TECHNICAL-LEGAL VOCABULARY, ABILITY TO IDENTIFY RELEVANT SOURCES AND ACQUISITION OF THE STUDY METHOD (40%). BY WAY OF EXAMPLE, THE AWARDING OF THE FINAL GRADE WILL BE BASED ON THE FOLLOWING PARAMETERS:
POOR OR BARELY ADEQUATE PREPARATION OF THE TOPICS COVERED, POOR CRITICAL/SOLVING ABILITY, DIFFICULTY IN THE USE OF TECHNICAL-LEGAL LANGUAGE 18-21;
MODEST OR RATHER ADEQUATE PREPARATION OF THE TOPICS DEALT WITH, MODERATE CRITICAL/SOLVING ABILITY AND USE OF TECHNICAL-LEGAL LANGUAGE 22-25;
GOOD PREPARATION ON THE TOPICS DEALT WITH, GOOD CRITICAL/SOLVING ABILITY, MASTERY OF TECHNICAL-LEGAL LANGUAGE 26-29;
THOROUGH AND COMPLETE PREPARATION ON THE TOPICS DEALT WITH, STRONG CRITICAL/SOLVING ABILITY, FULL COMMAND OF TECHNICAL-LEGAL LANGUAGE 30-30 CUM LAUDE. THERE IS THE POSSIBILITY OF A PRE-APPLICATION FOR THOSE ATTENDING.
