Objectives
GENERAL OBJECTIVE: THE COURSE AIMS TO PROVIDE STUDENTS WITH KNOWLEDGE OF HUMAN RESOURCE MANAGEMENT POLICIES AND THE RELATED PRACTICES, WITH PARTICULAR ATTENTION TO PUBLIC ADMINISTRATION. THIS KNOWLEDGE ENABLES GRADUATES TO WORK AT A TECHNICAL-PROFESSIONAL LEVEL AS EXPERTS IN SPECIFIC AREAS OF PUBLIC POLICY AND ORGANIZATIONAL ANALYSIS FOR THE TECHNOLOGICAL TRANSFORMATION OF SYSTEMS IN COMPLEX ORGANIZATIONS (LM62 RAD).
KNOWLEDGE AND UNDERSTANDING (DUBLIN DESCRIPTOR 1): STUDENTS WILL ACQUIRE KNOWLEDGE ABOUT THE EVOLUTION OF MANAGEMENT POLICIES OVER TIME, ALONG WITH TECHNIQUES FOR THE SELECTION, EVALUATION, DEVELOPMENT, AND TRAINING OF RESOURCES. ADDITIONALLY, THEY WILL GAIN THE TOOLS TO UNDERSTAND THE TRANSITION FROM MERE EVALUATION ACTIVITIES OF PUBLIC EMPLOYEES TO ACTIVITIES INVOLVING THE PLANNING, MANAGEMENT, AND CONTROL OF HUMAN RESOURCES.
ABILITY TO APPLY KNOWLEDGE AND UNDERSTANDING (DUBLIN DESCRIPTOR 2): STUDENTS WILL BE ABLE TO UNDERSTAND THE RELATIONSHIP BETWEEN POLICIES AND THE ADOPTION OF DIFFERENT HUMAN RESOURCE MANAGEMENT MODELS. THEY WILL ALSO COMPREHEND THE RELATIONSHIP BETWEEN HUMAN RESOURCE MANAGEMENT POLICIES AND ORGANIZATIONAL CHANGES.
AUTONOMY OF JUDGMENT (DUBLIN DESCRIPTOR 3): STUDENTS WILL BE ABLE TO ASSESS THE EFFICIENCY OF HUMAN RESOURCE MANAGEMENT POLICIES.
COMMUNICATION SKILLS (DUBLIN DESCRIPTOR 4): STUDENTS WILL DEVELOP SPECIALIZED LANGUAGE SKILLS ESSENTIAL FOR CONSULTANCY AND MANAGEMENT ACTIVITIES IN BOTH PUBLIC ADMINISTRATIONS AND PRIVATE ENTERPRISES. THEY WILL BE INVITED TO PRESENT REPORTS ON THE TOPICS COVERED IN THE LESSONS.
LEARNING ABILITY (DUBLIN DESCRIPTOR 5): STUDENTS WILL LEARN TO INTERPRET THE ORGANIZATIONAL DYNAMICS IN PUBLIC ADMINISTRATIONS AND ENTERPRISES BY SIMULATING THE CONSTRUCTION OF ORGANIZATIONAL MODELS AND RELATED HUMAN RESOURCE MANAGEMENT AND DEVELOPMENT ACTIONS.

THE COURSE FOCUSES ON HUMAN RESOURCE PRACTICES FROM TWO PERSPECTIVES: IN ANY ORGANIZATION AS STRATEGIC RESOURCES AND, SPECIFICALLY FOR PUBLIC ADMINISTRATION, AS RESOURCES WITH TWO GOALS: A) TO SATISFY CITZENS' REQUIREMENTS, AND ON THE OTHER, TO REPRESENT PUBLIC POWER. B) AS A PRACTICE OF PLANNING, MANAGEMENT, AND CONTROL, WHILE TAKING INTO ACCOUNT THE INSTITUTIONAL CHANGES SINCE 1990.

TOTAL HOURS OF THE COURSE: 30
Verification of learning
FOR ACHIEVING THE LEARNING TARGETS IT IS NECESSARY TO PASS AN EXAM EVALUATED THROUGH A 30-POINT SCALE, SIMPLY DIVIDED IN TWO: NON PASSING (0 TO 17), AND PASSING GRADES (18 TO 30 CUM LAUDE) . THE EXAMINATION SHALL CONSIT OF A WRITTEN TEST WHICH HAS TO BE SUPPLEMENTED BY AN ORAL EXAMINTATION THEY CAN TAKE PLACE IN DIFFERENT DAYS. A SUCCESSFULL COMPLETION OF THE WRITTEN TEST IS CONDITION REQUIRED FOR REACHING THE ORAL STAGE. EACH OF THE TWO STAGE CAN BE PASSED WITH A MINIMUM OF 18/30. THE FINAL GRADE IS SIMPLY THE AVERAGE OF THE TWO PARTIAL RESULTS.
THE WRITTEN EXAMINATIONN , LASTING APPROXIMATELY TWO HOURS AND HALF, IS AIMED AT DETERMINING IN A CLEAR AND UNAMBIGUOUS MANNER THE STUDENTS’ KNOWLEDGE AND THE ABILITY TO UNDERSTAND BOTH THEORETICAL AND METHODOLOGICAL CONTENTS AS TARGETED IN THE PROGRAMME. MOREOVER, IT VERIFIES HOW THE STUDENTS CAN APPLY THE THEORETICAL KNOWLEDGE. THIS EXAMINATION WOULD BE OF A TEST GROUP , WHERE STUDENTS ARE DIVIDED IN GROUPS OF FOUR-FIVE USING THEIR NAMES IN ALPHABETICAL ORDER. THEY CAN CHOOSE BETWEEN A SET OF TOPICS DISCUSSED DURING THE LESSONS OR SHOWN DURING THE OFFICE HOURS. THESE ARE E DEEPENING OR AN UPDATE OF A WIDER TOPIC USUALLY OBJECT OF THE ORAL EXAMINATION. STUDENTS ARE ASKED TO REPORT ABOUT ONE OF THE TOPICS OF NO MORE THAN 20 PAGES: DATA, SCIENTIFIC PAPERS AND NEWS PAPER WILL BE DISTRIBUTED AS SUPPORT.
THIS PROOF IS SIMILAR TO SOME CARRIED OUT DURING THE LESSONS. COMPUTERS, TEXTS AND MOBILES ARE NOT ALLOWED DURING THE EXAMINATION.
THE OBJECTIVE OF THE THE WRITTEN EXAMINATION IS TO VERIFY

THE ORAL EXAMINATION, LASTING APPROXIMATELY 20 MINUTES,CONSISTS OF AN INTERVIEW AIMED AT VERIFY THE KNOWLEDGE ABOUT THE MAIN TOPICS OF THE TEXTBOOKS AND OF FURTHER HANDOUTS. IN THIS WAY ONA CAN TEST STUDENTS’ KNOWLEGE AND ABILITY TO UNDERSTAND ACHIEVED, AND , AT THE SAME TIME, THE EXPERTISE IN THE FIELD.
