Objectives | |

TEACHING AIMS TO PROVIDE STUDENTS WITH A SET OF SPECIFIC METHODS AND TOOLS IN THE FIELD OF EUROPEAN PLANNING. INTENDS TO DEVELOP THE KNOWLEDGE AND SKILLS TO ADEQUATELY NAVIGATE EU PROGRAMS AND FUNDING INSTRUMENTS. SPECIFICALLY IT IS AIMED AT THE TRANSMISSION AND UNDERSTANDING OF A SET OF THEORETICAL TOOLS AND OPERATIONAL SKILLS ON THE MAIN TECHNIQUES OF EUROPEAN PROJECT DEVELOPMENT AND MANAGEMENT BASED ON A PRAGMATIC, WORKSHOP-TYPE APPROACH, WITH CONTINUOUS REFERENCES TO EUROPEAN GOOD PRACTICES AND OFFICIAL PROJECT DOCUMENTS DEVELOPING THE ABILITY TO APPLY KNOWLEDGE AND UNDERSTANDING ON THE MAIN, UNIVERSALLY USED, EURO-DESIGN TECHNIQUES TO DEVELOP AND MANAGE EU-FUNDED PROJECTS. MORE GENERALLY, BY PUBLIC BODIES: PCM (PROJECT-CYCLE-MANAGEMENT) OR LFA (LOGICAL FRAMEWORK APPROACH) WITH USE OF GOPP (GOAL ORIENTED PROJECT PLANNING), AS WELL AS THE BASIC KNOWLEDGE USEFUL TO BETTER NAVIGATE THE OPPORTUNITIES OFFERED BY |

THE COURSE WILL BE DIVIDED INTO TWO MODULES OF 40 HOURS EACH. IN THE FIRST MODULE, AFTER A BRIEF INTRODUCTORY PART IN WHICH THE MAIN FUNDING POLICIES WILL BE ADDRESSED WITH THE INTENTION OF ACCOMPANYING THE STUDENT IN LEARNING THE MAIN TOOLS THAT ARE AND AT THE BASIS OF THE GRANTING, DISBURSEMENT AND CONTROL OF EUROPEAN FUNDING WITH PARTICULAR ATTENTION TO THE NEW EUROPEAN PROGRAMMING 2021-2027 AND THE PNRR FUNDS. THE WORKSHOP PART, MORE PRACTICAL, WILL COVER THE METHODS AND TECHNIQUES OF EUROPLANNING:METHODS OF PROJECT DRAFTING: THE PROJECT CYCLE MANAGEMENT AND THE LOGICAL FRAMEWORK ; PROJECT DRAFTING: APPLICATION OF THE EVALUATION CRITERIA OF THE EUROPEAN COMMISSION TO THE PROJECT; THE INITIAL PHASE: SWOT ANALYSIS, PROBLEM TREE, OBJECTIVE TREE, STRATEGY SELECTION- THE PROJECT DEVELOPMENT PHASE: SETTING UP, STAKEHOLDER INVOLVEMENT, PROJECT ORGANIZATION, PROJECT TEAM CREATION, PLANNING (RESOURCES, TIME AND COST), AUTHORIZATION, INITIATION AND CLOSURE. PROJECT BUDGET SETTING; THE CROSS-CUTTING PHASES OF A PROJECT: COORDINATION, CONTROLLING/MONITORING AND BUILDING INDICATORS OF EFFECTIVENESS AND EFFICIENCY, REPORTING, COMMUNICATION AND LISTENING: AUDITING A PROJECT. PLANNING TECHNIQUES: THE GANTT DIAGRAM AND PERT -DEADLINES AND MILESTONES, THE ARTICULATION OF WORK PACKAGES. THE SECOND MODULE INVOLVES THE ANALYSIS OF A CALL FOR PROPOSALS AND A FORM FOR THE SUBMISSION OF A PROJECT.SIMULATION OF PROJECT MANAGEMENT. THE PRACTICAL ACTIVITY WILL TAKE PLACE THROUGHOUT THE COURSE OF THE TRAINING ACTIVITIES OF THE SECOND MODULE IN LA ORATORY FORM AND WILL INVOLVE STUDENTS IN THE SIMULATION/CONSTRUCTION OF A PROJECT. SMALL GROUPS OF STUDENTS WILL HAVE TO: SELECT A CALL FOR PROPOSAL; ANALYZE THE CALL FOR PROPOSALS; STUDY THE FORM; ARTICULATE A FIRST DRAFT. THE PROJECT-WORK CAN BE CARRIED OUT, EVEN AS AN ACTUAL PROJECT FOR A PUBLIC OR PRIVATE ENTITY TO EVENTUALLY SUBMIT FOR FUNDING APPLICATION. |

THE MODULE WILL BE CARRIED OUT THROUGH LECTURES (20), SEMINARS (4 HOURS) AND SIMULATIONS OF PROJECT PREPARATION (16 HOURS) STUDENTS WILL LEARN THE DIFFERENT APPROACHES TO DESIGN BY SIMULATING, AT THE END OF THE TRAINING, THE FORMULATION OF A REAL EUROPEAN PROJECT ALSO IN ORDER TO DEVELOP ORIGINAL IDEAS TO COMPETE FOR FUNDING OPPORTUNITIES OFFERED BY THE EU. |

THE EXAMINATION WILL BE CONDUCTED BY: 1) EVALUATION OF A EUROPEAN PROJECT PREPARED IN RESPONSE TO A CALL AND PREPARED DURING WORKSHOP ACTIVITIES BY STUDENTS AND A FINAL ORAL EXAMINATION. THE FINAL JUDGMENT WILL BE BASED ON THE LEVEL OF KNOWLEDGE OF THE SUBJECT AND THE SKILLS OF ANALYSIS, WRITING AND ARGUMENTATION. APPROPRIATE USE OF SPECIFIC TECHNICAL LANGUAGE, ABILITY TO RELATE THE TOPICS COVERED TO THOSE OF OTHER RELATED DISCIPLINES, ABILITY TO CONTEXTUALIZE SOCIO-ECONOMIC DYNAMICS WILL CONSTITUTE ADDITIONAL EVALUATION CRITERIA. |
