Objectives
COURSE OBJECTIVE IS TO PROVIDE STUDENTS WITH CONCEPTUAL INSTRUMENTS FOR UNDERSTANDING THE BASICS AND THE MAIN SOURCES OF REGIONAL AND LOCAL LEGAL SYSTEM; INSTRUMENTS FOR UNDERSTANDING THE DIFFERENT COMPETENCES AND THE ROLE OF STATE, REGIONS, LOCAL AUTHORITIES AND PRIVATE-SOCIAL SECTOR. THIS COURSE INTRODUCES THE STUDENTS TO THE REASONS OF THE CREATION OF A PLURALISTIC GOVERNMENT WITH A FOCUS ON THE DISCUSSION IN CONSTITUENT ASSEMBLY AND EMPHASIZING THE TAKEN FEATURES AFTER THE MODIFICATIONS OF THE CONSTITUTION AND THE CONSTRUCTION OF THE CONSTITUTIONAL COURT, THAT PAYS MORE ATTENTION TO THE REPERCUSSIONS OF THE EUROPEAN ORDER ON THE ROLE OF THE REGIONS. THIS COURSE EXPLAINS TO THE STUDENTS THE INCREASING SPACE AND THE WEIGHT OF THE REGIONAL AND LOCAL POLICIES IN THE SECTORS ON THE DAILY LIFE AND NOT ONLY.
STUDENTS WILL BE ABLE TO FIND NORMATIVE, JURISPRUDENTIAL AND BIBLIOGRAPHIC MATERIAL FOR PURPOSES OF THE RECONSTRUCTION OF THE REGULATIONS IN FORCE AND OF THE IDENTIFICATION AND SOLUTION OF LEGAL ISSUES POSED BY THE ORGANIZATION AND ACTIVITY OF REGIONAL AND LOCAL GOVERNMENTS, SO AS TO BE ABLE TO PERCEIVE THE DIFFERENCES AND THE ELEMENTS OF CONTINUITY, AND TO TRACE BACK THE CURRENT EVOLUTION TO THE PRINCIPLES AND GENERAL CATEGORIES OF CONSTITUTIONAL AND ADMINISTRATIVE LAW , AS WELL AS TO OUTLINE THE CO-ORDINATES USEFUL FOR FOLLOWING THE REFORM PROCESSES UNDERWAY.
STUDENTS WILL BE ABLE TO EXPLAIN, DEPENDING ON THE SPECIFIC LEGAL LANGUAGE, THE ISSUES RELATED TO INSTITUTIONAL PLURALISM.
STUDENTS WILL ACQUIRE THE METHODOLOGICAL FOUNDATIONS FOR THE LEGAL RESEARCH AND WILL BE ABLE TO CARRY OUT IN-DEPTH ON THE TOPICS COVERED DURING THE COURSE.

Teaching Methods
THE COURSE WILL CONSIST OF FRONTAL LESSONS. DURING THE COURSE, THERE WILL ALSO BE SEMINARS DEDICATED TO THE ORGANIZATION AND ACTIVITY OF REGIONAL AND LOCAL GOVERNMENTS.

Verification of learning
THE ACHIEVEMENT OF LEARNING GOALS IS ASSESSED BY AN EXAM GRADED ON A SCALE OF 30.
THE EXAM INCLUDES AN OPTIONAL INTERIM EXAM AND A FINAL ORAL ASSESSMENT ON TOPICS INDICATED BY THE TEACHER.
THE INTERIM AND FINAL EXAM PURSUE THE GOAL OF ASSESSING THE LEVEL OF UNDERSTANDING AND KNOWLEDGE ACHIEVED BY THE STUDENT ON THE TOPICS INDICATED IN THE STUDY PROGRAMME.
THE APPLYING KNOWLEDGES AND THE MAKING JUDGEMENTS ABILITIES WILL BE ASSESSED THROUGH THE DISCUSSION OF THE TOPICS ANALYZED DURING THE SEMINARS. THE COMMUNICATIVE SKILLS WILL BE ASSESSED THROUGH THE EVALUATION OF THE STUDENT'S ABILITY TO PROVIDE THE EXHAUSTIVE JURIDICAL ARGUMENTS, TO USE THE APPROPRIATE JURIDICAL LANGUAGE AND TO CLARIFY THE MEANING OF SOME PUBLIC LAW CONCEPTS. FINALLY, THE LEARNING SKILLS WILL BE ASSESSED THROUGH THE TRANSVERSAL EVALUATION OF THE ANSWERS TO THE QUESTIONS AS A WHOLE.
THE INTERIM EXAM CONSISTS OF 8 MULTIPLE CHOICE QUESTIONS AND 2 WRITTEN OPEN QUESTIONS.
THE INTERIM EXAM SHALL TAKE PLACE AT HALF OF THE COURSE AND LAST 60 MINUTES. THE FINAL ORAL ASSESSMENT SHALL TAKE PLACE ON THE DATES INDICATED IN THE OFFICIAL EXAMS DIARY AND HAVE AN AVERAGE DURATION OF 30 MINUTES FOR THOSE WHO HAVE PASSED THE INTERIM EXAM (45 MINUTES FOR ALL OTHERS). THE ASSESSMENT OF THE INTERIM EXAM SHALL BE BASED ON THE FOLLOWING GRADES: 2 POINTS PER CORRECT ANSWER TO MULTIPLE CHOICE QUESTION, 0 TO ANY WRONG OR MISSING ANSWER, 0 TO 7 POINTS PER ANY ANSWER TO OPEN QUESTIONS (ALONG WITH THE FOLLOWING GRADING SCALE FAIL; POOR; PASS; GOOD; VERY GOOD; EXCELLENT): FOR A MAXIMUM TOTAL GRADE OF 30 POINTS. IN THE ORAL ASSESSMENT 0 TO 3 POINTS SHALL BE GIVEN TO ANY OF THE 10 EXAM QUESTIONS FOR STUDENTS WHO HAVE NOT PASSED THE INTERIM EXAM (5 QUESTIONS FOR THOSE WHO HAVE PASSED THE INTERIM EXAM WITH A GRADE OF 0 TO 6 POINTS) FOR A TOTAL OF 30 POINTS ALONG THE FOLLOWING GRADING SCALE: POOR; PASS; GOOD.
THE EXAMS ARE APPROVED IN CASE OF A MINIMUM VOTE OF 18 POINTS OUT OF 30.
THE FINAL ASSESSMENT FOR THE EXAM IS THE RESULT OF THE AVERAGE POINTS OF INTERIM AND ORAL FINAL ASSESSMENT, EXCEPT WHEN THE STUDENT MAY OPT TO DISREGARD THE P9OINTS OF THE INTERIM EXAM AND BE TESTED AT THE FINAL EXAM ON THE ENTIRE STUDY PROGRAMME, INCLUDING THE TOPICS THAT WERE THE OBJECT OF THE INTERIM EXAM.
THE EXAM IS PASSED WITH A MINIMUM GRADE OF 18 OUT OF 30.
