THE CRISIS OF PUBLIC POWERS ORGANISED ON A NATIONAL BASIS REQUIRES AN INVESTIGATION OF THOSE FORMS OF POLITICS THAT WE TRADITIONALLY CALL STATE AND NATION. THE AIM OF THE COURSE IS TO TRACE THE COMPLEX EVOLUTION OF PUBLIC INSTITUTIONS AS THEY HAVE EMERGED IN THE CONTEXT OF MODERNITY. THE TENSION BETWEEN THE STATE FOUNDED ON ARISTOCRATIC PRIVILEGES AND THE ABSOLUTE STATE IS OUR STARTING POINT, ALTHOUGH THE FIRST MAJOR TURNING POINT STILL APPEARS TO BE THE LAST TWENTY-FIVE YEARS OF THE EIGHTEENTH CENTURY, THE AGE OF REVOLUTIONS WITH THE FORMATION OF THE MODERN NATION-STATE AT ITS CENTRE. THE SECOND PART OF THE COURSE IS DEVOTED TO THE COMPLEX 19TH CENTURY EVOLUTION - THE NAPOLEONIC STATE AND ITS LEGACY, THE RANGE OF INSTITUTIONAL SOLUTIONS IDENTIFIED DURING THE RESTORATION, THE EMERGENCE OF THE LIBERAL NATIONAL STATE ON A CENSUS BASIS AND FINALLY ITS INEVITABLE TRANSFORMATION INTO A DEMOCRACY. THE GREAT WAR AS AN INSTITUTIONAL TRANSFORMATION OPENS THE THIRD PART, IN WHICH THE MAIN FOCUS IS ON THE WELFARE PROCESS (LINKED TO THE DEFINITION OF SOCIAL RIGHTS) ON THE ONE HAND, AND THE PROBLEM OF TOTALITARIANISM, I.E. THE TYRANNICAL REGIMES OF THE LEFT AND RIGHT THAT TOOK SHAPE AFTER THE FIRST WORLD WAR, ON THE OTHER. THE LAST PART OF THE COURSE BUILDS ON THE TURNING POINT OF 1945, I.E. THE RE-FOUNDING OF WESTERN EUROPEAN POLITICAL SYSTEMS IN THE CONTEXT OF THE COLD WAR. |
