Objectives
EXPECTED LEARNING RESULTS AND COMPETENCE:
THE AIM OF THE COURSE IS TO PROVIDE BASIC SKILLS FOR IDENTIFYING AND ASSESSING THE IMPACTS OF THE IMPLEMENTATION AND MANAGEMENT OF ENGINEERING WORKS AND POSSIBLE FORMS OF MITIGATION AND COMPENSATION. IN ADDITION, IT WILL PROVIDE THE FOUNDATION FOR THE DRAFTING OF AN ENVIRONMENTAL IMPACT ASSESSMENT IN COMPLIANCE WITH CURRENT REGULATIONS.

KNOWLEDGE AND UNDERSTANDING CAPACITIES:
THE STUDENT:
- ACQUIRE THE CONCEPTS OF ENVIRONMENT, POLLUTION AND SUSTAINABLE DEVELOPMENT;
- ACQUIRE KNOWLEDGE OF THE CHARACTERISTICS AND QUALITY INDICATORS FOR THE INDIVIDUAL ENVIRONMENTAL COMPARTMENTS;
- INCLUDE RELATIONS BETWEEN THE DIFFERENT ENVIRONMENTAL COMPARTMENTS;
- ACQUIRE KNOWLEDGE OF THE MAIN METHODS OF ANALYSING ALTERNATIVES;
- INCLUDE THE IMPACTS OF ANTHROPOGENIC ACTIVITIES ON NATURAL SYSTEMS;
- ACQUIRE KNOWLEDGE OF THE FRAMEWORK FOR ENVIRONMENTAL IMPACT ASSESSMENT (EIA) AT NATIONAL AND EUROPEAN LEVEL.

KNOWLEDGE AND APPLIED CAPACITY OF UNDERSTANDING:
THE STUDENT WILL BE ABLE TO:
- ANALYSE AND CHARACTERISE ENVIRONMENTAL COMPARTMENTS;
- DEFININE THE POLICY AND ENVIRONMENTAL REFERENCE FRAMEWORK FOR A CIVIL OR ENVIRONMENTAL WORK OR INFRASTRUCTURE;
- COMPARE INTERVENTION ALTERNATIVES TO MITIGATE OR ELIMINATE IMPACTS ON THE ENVIRONMENT FROM ANTHROPOGENIC PRESSURES.

JUDGMENT SKILLS:
THE STUDENT WILL BE ABLE TO:
- CRITICALLY ANALYSE PROJECT ALTERNATIVES;
- DEFINE STRATEGIES FOR MINIMISING THE IMPACT OF CIVIL AND ENVIRONMENTAL WORKS;
- CLEARLY ARTICULATE ITS DECISION-MAKING PROCESS AND THE CONCLUSIONS REACHED, BOTH IN WRITTEN AND ORAL FORM.

THE STUDENT WILL BE ABLE TO:
- WORKING IN GROUPS;
- TO EXPLAIN ORALLY THE RESULTS OBTAINED DURING THE COURSE EXERCISES;
- DISCUSS DIFFERENT TOPICS DISCUSSED DURING THE COURSE.

- APPLY THE KNOWLEDGE ACQUIRED TO CONTEXTS DIFFERENT FROM THOSE PRESENTED DURING THE COURSE;

DEFINITION OF ENVIRONMENT, SUSTAINABLE DEVELOPMENT. ENVIRONMENTAL IMPACT - FUNDAMENTAL ELEMENTS. INDICATORS, INDICES.

B. ENVIROMENTAL IMPACT ASSESSMENT (10 HOURS):
REGULATORY FRAMEWORK AND TECHNICAL-ADMINISTRATIVE PROCEDURE OF THE ENVIRONMENTAL IMPACT ASSESSMENT. REGIONAL, NATIONAL AND EUROPEAN LAWS. IDENTIFICATION AND ANALYSIS OF THE VARIOUS ENVIRONMENTAL COMPARTMENTS. METHODOLOGIES FOR THE CHARACTERIZATION OF THE QUALITY STATUS OF ENVIRONMENTAL COMPARTMENTS. DATA REPERIMENT. MAIN ENVIRONMENTAL INDICATORS FOR EVERY COMPARTMENT AND REFERENCE REGULATORY FRAMEWORK. THE ENVIRONMENTAL IMPACT STUDY.

IMPACT IDENTIFICATION TECHNIQUES. CHECK LIST, NETWORKS, MATRICES, OVERLAY, TERRITORIAL INFORMATION SYSTEMS (GIS). METHODOLOGIES FOR IMPACTS ASSESSMENT. MONETARY METHODOLOGIES, QUALITATIVE AND QUANTITATIVE MULTICRITERIAL METHODOLOGIES, DESCRIPTIVE METHODOLOGIES. PROCEDURES FOR IMPACTS WEIGHTING AND ANALYSIS OF ALTERNATIVES. DELPHI METHOD, COMPARED TO COUPLES, PCT, COUPLES IN OPPOSITION.

D. CHARACTERIZATION OF ENVIRONMENTAL COMPARTMENTS WITH INDIVIDUATION, ESTIMATION AND EVALUATION OF ENVIRONMENTAL IMPACTS (15 HOURS):
CHARACTERIZATION AND MINIMUM ELEMENTS FOR ENVIRONMENTAL IMPACT ASSESSMENT ON ENVIROMENTAL COMPONENTS: WATER, ATMOSPHERIC, SOIL AND SUBSTRATE, VEGETATION, FLORA AND FAUNA, NOISE AND VIBRATION, LANDSCAPE, SOCIO-ECONOMIC, PUBLIC HEALTH, IONIZING AND NON-IONIZING RADIATION, ECOSYSTEM.

INCIDENCE ASSESSMENT: NORMATIVE FRAMEWORK AND TECHNICAL-ADMINISTRATIVE PROCEDURE. THE LANDASCAPE REPORT. IMPACT COMPENSATION AND MITIGATION MEASURES. PROTECTION MEASURES FOR NATURALISTIC, PHYSICAL-TERRITORIAL, ANTHROPICAL AND LANDSCAPE IMPACTS.
STRATEGIC ENVIRONMENTAL ASSESSMENT: NORMATIVE FRAMEWORK AND TECHNICAL-ADMINISTRATIVE PROCEDURE. THE VAS. ENVIRONMENTAL REPORT. STRATEGIC-ENVIRONMENTAL INDICATORS.
IPPC (INTEGRATED POLLUTION PREVENTION AND CONTROL) - INTEGRATED ENVIRONMENTAL AUTHORIZATION AND UNIQUE ENVIRONMENTAL AUTHORIZATION
Teaching Methods
TEACHING INVOLVES LECTURE LESSONS (40 HOURS / 4 CFU) AND EXERCISES IN CLASSROOM (20 HOURS / 2 CFU). DURING THE LECTURES THE STUDENTS ARE INVOLVED IN THE DISCUSSIONS PROPOSED WITH THE AIM TO STIMULATE THEIR ACTIVE PARTICIPATION TO THE LESSON. IN THE CLASSROOM EXERCISES, A THEORETICAL ACTIVITY PRESENTED DURING THE COURSE IS ILLUSTRATED AND DEVELOPED. THE FREQUENCY OF THE LESSONS IS NOT REQUIRED IN ORDER TO ATTEND THE EXAM.
Verification of learning
THE ASSESSMENT OF LEARNING WILL BE AT THE END OF THE COURSE THROUGH AN ORAL EXAM WITH THE OBJECTIVE TO EVALUATE THE EFFECTIVE ACHIEVEMENT BY THE STUDENT OF THE ESTABLISHED FORMATION OBJECTIVES. THE ORAL EXAMINATION INCLUDES THEORICAL, TECHNICAL AND APPLICATIVE QUESTIONS ON THE TOPICS OF THE COURSE. PROPOSITION, DISCUSSION AND DEVELOPMENT OF REAL EXAMPLES WILL BE USED FOR THE ASSESSMENT OF UNDERSTANDING, COMMUNICATION AND KNOWLEDGE SKILLS.
THE FINAL EVALUATION WILL BE EXPRESSED IN THIRTIETHS (30THS).
THE MINIMUM EVALUATION LEVEL (18) IS GRANTED WHEN THE STUDENT HAS A SUFFICIENT KNOWLEDGE OF THEORETICAL, TECHNICAL, AND NORMATIVE INSTRUMENTS AND SHOWS SUFFICIENT ABILITY TO APPLY THEM TO THE STUDY CONTEXT.
THE MAX (30) IS GRANTED WHEN THE STUDENT SHOWS AN EXCELLENT KNOWLEDGE OF TOPICS OF COURSE.
THE “LAUDE” IS GRANTED WHEN THE CANDIDATE SHOWS AN EXCELLENT COMPETENCE OF THE METHODOLOGIES AND THE INSTRUMENTS SUPPLIED BY THE COURSE AND HAS A HIGH LEVEL OF THE LANGUAGE AND ABILITY OF AUTONOMOUS PROCESSING ALSO IN CONTEXTS DIFFERENT FROM THOSE PROPOSED BY THE PROFESSOR.
