Objectives
TEACHING AIMS TO PROVIDE STUDENTS WITH AN IN-DEPTH KNOWLEDGE OF EUROPEAN UNION POLICIES CONCERNING THE PROMOTION AND SAFEGUARDING OF COMMON VALUES, THE ENLARGEMENT, THE INTEGRATION AND IMMIGRATION AND ASYLUM.

KNOWLEDGE AND UNDERSTANDING:
STUDENTS WILL KNOW AND UNDERSTAND:
- THE REGULATORY INSTRUMENTS AND STRATEGIES DEVELOPED BY THE EUROPEAN UNION IN RELATION TO THE ACCESSION OF NEW MEMBER STATES, WITH SPECIFIC REFERENCE TO THE OBLIGATIONS RELATING TO THE CONTROL OF EXTERNAL AND INTERNAL BORDERS;
- THE FUNCTIONING OF THE EU WITH REGARD TO MEASURES TO TACKLE IRREGULAR IMMIGRATION AND HUMAN TRAFFICKING;
- THE PRINCIPLES REGULATING THE COMMON EUROPEAN ASYLUM SYSTEM AND REGULAR MIGRATION IN THE CONTEXT OF THE CONSTRUCTION OF A EUROPEAN AREA OF FREEDOM, SECURITY AND JUSTICE BASED ON THE RESPECT AND PROMOTION OF COMMON VALUES (HUMAN DIGNITY, FREEDOM, DEMOCRACY, EQUALITY, THE STATE OF LAW, RESPECT FOR HUMAN RIGHTS).

ABILITY TO APPLY KNOWLEDGE AND UNDERSTANDING
AT THE END OF THE COURSE, STUDENTS WILL ACQUIRE THE THEORETICAL FOUNDATIONS THAT WILL ALLOW THEM TO:
- ANALYZE THE EU ENLARGEMENT POLICY AND IMMIGRATION AND ASYLUM POLICIES ALSO IN THE "MULTILEVEL" FRAMEWORK OF SOURCES ON THE PROTECTION OF FUNDAMENTAL RIGHTS;
- ANALYZE, ALSO THROUGH A CRITICAL-PROPOSITIVE APPROACH, THE LEGAL ACTS AND JURISPRUDENCE OF THE COURT OF JUSTICE OF THE EUROPEAN UNION.

LO STUDENTE SARÀ IN GRADO DI:
-VALUTARE GLI SVILUPPI, ANCHE NEL SENSO DELLA FUTURA EVOLUZIONE, DELLE POLITICHE DI SALVAGUARDIA DEI VALORI COMUNI, ALLARGAMENTO, IMMIGRAZIONE E ASILO.
-APPLICARE METODOLOGIE DI ANALISI INERENTI AI RAPPORTI TRA UNIONE EUROPEA, GLI STATI MEMBRI E GLI STATI DI FUTURA ADESIONE.
INDIPENDENT JUDGEMENT
THE STUDENT WILL BE ABLE TO:
- EVALUATE THE DEVELOPMENTS, ALSO IN TERMS OF FUTURE EVOLUTION, OF THE POLICIES FOR SAFEGUARDING COMMON VALUES, ENLARGEMENT, IMMIGRATION AND ASYLUM.
- APPLY ANALYSIS METHODOLOGIES INHERENT TO THE RELATIONS BETWEEN THE EUROPEAN UNION, THE MEMBER STATES AND THE FUTURE ACCESSION STATES.

COMMUNICATION SKILLS
THE STUDENT WILL BE ABLE TO:
- USE APPROPRIATE VOCABULARY WHEN DISCUSSING TOPICS AND CONCRETE CASES;
- COMMUNICATE INFORMATION, PROBLEMS AND SOLUTIONS TO SPECIALIST AND NON-SPECIALIST INTERLOCUTORS;
- REPRESENT AND COMMUNICATE, THROUGH TEXTS OR VIRTUAL TOOLS, THE RESULTS OF RESEARCH AND OWN ELABORATIONS RELATING TO TEACHING TOPICS.

LEARNING ABILITY
THE STUDENT WILL BE ABLE TO:
- DEVELOP SELF-STUDY SKILLS;
- USE BIBLIOGRAPHIC TOOLS, DATABASES AND IT RESOURCES FOR THE ANALYSIS OF REGULATORY AND JURISPRUDENTIAL TEXTS;
- CARRY OUT RESEARCH ACTIVITIES RELATING TO THE VALUES OF THE EUROPEAN UNION, ENLARGEMENT AND INTEGRATION AND COMMON IMMIGRATION AND ASYLUM POLICIES.
Prerequisites
THE STUDY OF THE EU LAW DISCIPLINE MAY ENCOURAGE THE KNOWLEDGE NECESSARY FOR THE LEARNING OF THIS TEACHING.

- CONDITIONS OF ADMISSION OF THIRD-COUNTRY NATIONALS TO THE EU; BORDER CONTROL; THE EU'S IRREGULAR MIGRATION POLICY; THE RETURN DIRECTIVE; COMBATING TRAFFICKING IN MIGRANTS; COOPERATION WITH THIRD STATES;

- EUROPEAN CITIZENSHIP, INTEGRATION, NON-DISCRIMINATION IN THE UNION OF VALUES
- ASYLUM POLICY: GENESIS AND EVOLUTION OF VISA POLICY, EUROPEAN UNION ASYLUM; REFUGEES AND APPLICANTS FOR INTERNATIONAL PROTECTION; ASYLUM, SUBSIDIARY PROTECTION AND TEMPORARY PROTECTION; THE "DUBLIN III" REGULATION; THE EVOLUTION OF THE COMMON EUROPEAN ASYLUM SYSTEM.
- THE EUROPEAN UNION'S LEGAL IMMIGRATION POLICY; CATEGORIES OF LEGAL MIGRANTS; FAMILY UNITY AND REUNIFICATION; LONG-TERM RESIDENTS; HIGHLY SKILLED WORKERS.

Teaching Methods
THE TEACHING COURSE CONSISTS OF 72 HOURS OF LECTURES AND IT TAKES PLACE IN THE SECOND SEMESTER. PRACTICAL EXERCISES ARE PROVIDED, AS WELL AS SIMULATION GAMES AND TRAINING ACTIVITIES ON A SEMINAR BASIS. AN INTERACTIVE METHOD WILL BE ADOPTED, IN ORDER TO AROUSE THE INTEREST OF STUDENTS AS REGARDS THE SUBJECT AND TO FOSTER THE CRITICAL ACQUISITION OF CONTENTS.
Verification of learning
FOR THE STUDENTS ATTENDING LECTURES:
-GROUP DISCUSSIONS GUIDED BY THE TEACHER, ABOUT THE CONTENTS OF THE COURSE ALSO FOR ENCOURAGING OCCASIONS OF SELF-ASSESSMENT BY STUDENTS THEMSELVES;
-THE POSSIBILITY OF UNDERGOING AN ORAL TEST BETWEEN LECTURES ABOUT A PART OF THE PROGRAM WHICH, IN CASE IT RESULTS TO BE POSITIVE, WILL NOT ASSESSED ANYMORE;
- FINAL ORAL EXAM, THROUGH QUESTIONS DESIGNED TO TEST KNOWLEDGE OF TEACHING CONTENT.
FOR THE STUDENTS NOT ATTENDING LECTURES:
- FINAL ORAL EXAM, THROUGH QUESTIONS DESIGNED TO TEST KNOWLEDGE OF TEACHING CONTENT.

THE TESTING OF THE EDUCATIONAL RESULTS CONCERNING THE GENERAL KNOWLEDGE OF THE SUBJECT IS BASED ON THE DEVELOPMENT OF SKILLS FOR BETTER LEARNING THE ESSENTIAL ELEMENTS OF THE SUBJECT, ALSO FROM THE POINT OF VIEW OF THE USE OF IT FOR THE JOB WORLD, THE DEEPENING OF CRITICAL-RECONSTRUCTION SKILLS AS REGARDS THE SUBJECT UNDER DISCUSSION AND ITS MOST CRUCIAL ASPECTS AS WELL AS THE ABILITY OF COMMUNICATING THE NOTIONS ACQUIRED, WITH A SELF-CONFIDENT SPEECH AND TERMINOLOGICAL ACCURACY.
THE MINIMUM EVALUATION LEVEL (18) WILL BE ASSIGNED IF THE STUDENT SHOWS A FRAGMENTAL KNOWLEDGE AND A LITTLE DEEPENING OF THEORETICAL CONTENT OR A LIMITED CAPACITY TO CONNECT THE NORMATIVE AND CASE.LAW REFERENCES TO THE STUDY CONTEXT. THE MAXIMUM LEVEL OF EVALUATION (30) WILL BE GRANTED IF THE STUDENT SHOWS A COMPLETE AND DEEPENING KNOWLEDGE OF THEORETICAL CONTENTS OR SHOWS A NOTABLE CAPACITY TO LINK THE NORMATIVE AND CASE-LAW REFERENCES TO THE STUDY CONTEXT. LA PRAISE WILL BE GRANTED TO CANDIDATES WHO EXHIBIT SIGNIFICANT MASTERY OF THEORETICAL AND OPERATIVE CONTENT AND KNOW TO ARGUE WITH REMARKABLE LANGUAGE PROPERTIES AND ABILITY OF AUTONOMOUS PROCESSING ALSO IN DIFFERENT CONTEXTS FROM THOSE PROPOSED BY THE PROFESSOR.
