1. Current position
Isidoro Fasolino is a Associate professor in the area: ICAR20 - Technical and urban planning and of MS 08/F1 - Urban and Regional Planning and Design at the Department of Civil Engineering (DiCiv) University of Salerno, since 2015. He achieved a PhD in Planning Techniques at the University of Rome "Sapienza" in 2002 (thesis discussion on 9.4.2002).
He holds the National Scientific Qualification for Full Professor - competition sector 08/F1 - Urban and territorial planning and design (D.D. 2175/2018) - validity from 13/11/2020 to 13/11/2029.
2. Previous position
He graduated in Civil Engineering for Soil Protection and Spatial Planning from the University of Salerno in 1988, with a thesis in Country Planning. He received his Engineering license in 1989 and is a member of the Order of Engineers of the Province of Salerno, n.2383. In 2001 he won a Research fellow in Urban Planning, in the disciplinary scientific sector SSD ICAR 20, for the project “The building regulations for the city and territory government”, at the Department of Civil Engineering (DICiv) of the University of Salerno, with effect from 1.12.2001. This research fellowship has been renewed for a further 2 years, with effect from 1.12.2002 to 30.11.2003 and from 1.12.2003 to 30.11.2004. He was a researcher in the area of Technical and urban planning at the University of Salerno from 2005 to 2015.
3. Teaching
As Researcher first and then as Associate Professor, he has taught for several courses such as Urban and Territorial Systems Analysis, Territorial and Environmental Planning, Urban and Territorial Policies. At the moment, he teaches, three courses: Urban planning, for the Department of Civil Engineering, and Planning Territory Environment, a Master’s course for the Environmental Sciences Program for the Department of Chemistry and Biology of the University of Salerno.
He carried out lecturing and tutoring in specialist Schools and Masters (e.g.: University of Naples “Federico II” - Italy, University of Basilicata, University of Calabria - Italy, Universitat Politècnica de València - Spain, Universidad Catolica de Bogotà - Colombia).
4. Researches
The main lines of research, undertaken and still ongoing, belong to the scientific areas of technical planning. The several areas of study and scientific investigation include methods and techniques for the formation of urban plans, with particular reference to: land use, urban and territorial systems analysis, territorial and environmental planning, urban and territorial policies, environmental assessment, resilience, control of land use in urban settlements and sustainability. Others fields of interest are: cognitive analysis, participative processes, detection of urban needs, development and implementation of choices. The research is basic, theoretical as well as applied and experimental.
Under institutional agreements signed between local authorities and the Department of Civil Engineering (DICiv), he coordinates technical-scientific support activity for several administrations on urban planning issues and on the government of the territory through agreements (date and municipality): 21.12.2005 - Baiano (Av); 5.7.2007 - San Gregorio Magno (Sa); 9.8.2007 - Eboli (Sa); 14.1.2009 - Giugliano in Campania (Na); 22.3.2010 - Palma Campania (Na); 21.03.2012 - Castel San Giorgio (Sa); 10.12.2013 - Giffoni Valle Piana (Sa); 10.12.2013 - Camerota (Sa); 26.02.2014 - Olevano sul Tusciano (Sa); 31.8.2015 - Acerno (Sa). With reference to the aforementioned agreements, the study and research activity consists in the experimentation, definition and application of innovative techniques to the formation process and to the contents of municipal, general and sector urban planning tools, such as: municipal urban plans, municipal urban building regulations, implementation programs, strategic environmental assessments.
Since 2021 he is Scientific Responsable for the DICiv of the project "The enhancement of the Giffoni PGI Hazelnut supply chain through IoT strategies" (GiffIoT)" as part of the measures envisaged by the Campania PSR 2014/2020 - Measure 19 - Participatory Local Development - Type of intervention 19.2.1 "Local Development Strategies" Measure 16 - Submeasure 16.1 Action 2 "Support for Operational Innovation Projects (POI) - Type of intervention: Focus Area 3°. Participant for the DICiv: Isidoro Fasolino (scientific referent for the DICiv). Project duration: 20 months. Role of the DCiv: The DICiv has the task of carrying out urban and territorial analysis to support the project.
Since 2020 he is Scientific Responsable for the DICiv of the project "Valorization of the hazelnut supply chain "Tonda di Giffoni" with the aid of information technologies" as part of the measures provided for by the PSR 2014-2020 of the Campania Region, Measure 19 - Participatory Local Type of intervention 19.2.1 "Local Development Strategies". Measure 16 - Submeasure 16.1 Support for the establishment and operation of EIP Operational Groups on agricultural productivity and sustainability Action 1. "Support for the establishment and launch of Operational Groups". Project duration: 8 months. Role of the DCiv: The DICiv has the task of carrying out urban and territorial analysis to support the project.
5. Pubblications
He is author of more than two hundred and fifty scientific publication (articles, essays and books) in the areas of urban planning and techniques, town and country planning and urban and territorial policies.
As part of the Research Quality Assessment (VQR) 2016-2019, the articles of which he is co-author: "The urban security of settlements. Actions and techniques for the urban plan", FrancoAngeli (2018) and "ISUT Model. A composite index to measure the sustainability of the urban transformation", Springer (2016), were rated by the Expert Evaluation Groups (GEV) as “Excellent”.
6. Conferences and workshops
He has given speeches and participated as coordinator or discussant in several conferences and workshops.
He has been the responsable or a member of scientific committees of several national and international conferences on urban and regional planning (e.g.: Innovation in Urban and Regional Planning INPUT; Study day of the National Institute of Urban Planning INU; International Conference of Small Towns STC).
In 2020 he was scientific director of the International Conference "Urban Planning for Security in Cities", organized by the University of Salerno in collaboration with the Italian universities of Sapienza University of Rome, Federico II Naples, Pisa, Brescia, the European universities Politècnica Valencia and Panthéon Sorbonne Paris I, and the Colombian universities of the Pontifical Bolivarian of Monteria, Pontifical Javeriana and Catòlica of Bogotà, held (electronically) on 25.9.2020.
7. Awards and acknowledgments
From 2017 to 2022 he was a member of the national Board of the Urban Planning National Institute / Istituto Nazionale di Urbanistica (INU), public law body of high culture and technical assistance established by Presidential Decree 21.11.1949.
He was a member of the Urban Planning Technique Group (GPTU), winner of the ASITA Award for the Poster entitled “The territorialization of hydrogeological risk. Methodologies for the reduction of goods exposed in urban planning”, in Session 6 called "Geomatics for the Environment and the Territory", ASITA 2017 Conference, organized by the Italian Federation of Scientific Associations for Territorial Information and Environmental, Salerno, 21st-23rd Nov 2017.
He was a member of the Urban Planning Technique Group, winner of the first prize at the National Competition organized by the Ministry for the Environment and Protection of the Territory and the Sea, called "Sustainable Energy in the Cities", as part of the Sustainable Energy Europe campaign in Italy. The work concerning the Municipal Building Planning Regulation of the Municipality of Baiano (Av), Urbanpromo, Venice, 27th Oct 2010.
8. Doctorate board member and activities
From 2005 to 2009 member of the Board of the Doctorate (PhD) in "Engineering of structures and building and urban recovery" and from 2010 to 2013 in "Civil Engineering for the Environment and the Territory".
From 2014 member of the wide Board of PhD in “Risk and sustainability in Civil, Environmental and Architectural Engineering Systems”.
Member of the Committee for the selection of the PhD candidates. four times (2014, 2018, 2021 two times) and Member of the Final Examination Commission: University of Basilicata (2018); Brescia (2021); Napoli Federico II (2021), Calabria (2022), as urban planning expert.
Supervisor of two PhD students (Coppola F.; Adinolfi V.) and Co-Supervisor of four PhD students (Eboli C.; Sabaini Gama F.; Izzo M.V.; Graziuso G.; from 2010 to 2017).
Member of the International Committee for the Evaluation of the Doctorate in Engineering of the Faculty of Engineering of the Pontificia Universidad Javeriana di Bogotà in Colombia, of the PhD thesis, Bogotà 23.9.2016, as urban planning expert.
9. International mobility

11. Departmental and university activities
Since 2022, Scientific Responsible for scientific advice on behalf of the Department of Civil Engineering (DICiv) of the University of Salerno on the technical-legal interpretation of national and regional regulations in the field of urban planning and urban regeneration.
In 2020 he gave a speechfor the Senate Environment Committee, at the Integrated Bureau, as part of the joint examination of the bills no. 1131-970-985-1302 on Urban Regeneration. The hearing, by videoconference, (Wednesday 21 October 2020, 10.40 am) was broadcast on the Senate's audiovisual circuit and via web TV.
Since 2020 delegate of the Civil Engineering Department (DICiv) for Sustainability in the Greenmetric Commission of the University of Salerno, which aims to assess the green conditions and sustainability of universities.
Since 2018 Member of the Teaching Quality Assurance Group (GAQD), of the Quality Assurance Monitoring and Analysis Group and of the Teaching Committee. Responsible, for the CdS L7 - Civil Engineering for the Environment and the Territory.
In 2021 he was a member of a pool of Experts in an External Evaluation Committee for the Cyprus Agency for Quality Assurance and Accreditation in Higher Education (CYQAA) on the course named Environmental Conservation and Management (2 Years, 120 ECTS, MSC), online March 2021.
12. Professional experience on the matter
He has carried out professional assignments of urban importance. In particular, he has been a designer, co-designer or collaborator in the drafting of urban or sectoral plans. He has also been a court-appointed consultant to judicial bodies and a consultant to public bodies.
