Objectives
EXPECTED LEARNING OUTCOMES AND COMPETENCE TO BE ACQUIRED:
TO TAKE, THROUGH THE DETAILED ANALYSIS OF THE TECHNIQUES USED IN THE FIELD OF URBAN PLANNING (PARTICIPATION, EQUALISATION, RISK CONTROL AND PREVENTION, ENVIRONMENTAL ASSESSMENT, ETC.), THE METHODS OF THEIR USE AND THE TECHNICAL-URBAN CONTEXT IN WHICH TO IMPLEMENT THEM; LEARN HOW TO USE URBAN AND ENVIRONMENTAL INDICATORS NECESSARY FOR THE MEASUREMENT AND CONTROL OF URBAN AND TERRITORIAL PHENOMENA; ACQUIRE THE ABILITY TO MODEL THE TERRITORY ACCORDING TO THE THEORETICAL PRINCIPLES THAT GOVERN ITS PHYSICAL ORGANIZATION AND FUNCTIONAL; ACQUIRE, THROUGH THE STUDY OF URBAN PLANNING MODELS AND TECHNIQUES, READING AND DRAFTING SKILLS SPECIFIC CONTENTS OF URBAN PLANNING TOOLS); ACQUIRE THE ABILITY TO DRAW UP A PLAN MUNICIPAL STRUCTURAL IN ITS RECONNAISSANCE AND STRATEGIC COMPONENT, IN TERMS OF SIZING,

Prerequisites
FOR THE PURSUIT OF THE OBJECTIVES, THE COURSE PRESUPPOSES THE BASIC KNOWLEDGE OF THE NOTIONS OF MATHEMATICAL ANALYSIS, HISTORY OF ARCHITECTURE AND DRAWING. PREPARATORY IS THE TEACHING OF URBAN PLANNING.

THE COURSE IS DIVIDED INTO THE FOLLOWING SECTIONS AND RELATED TOPICS. 1) URBAN PLANNING TECHNIQUES: SIZING OF URBAN PLANS; URBAN PERFORMANCE STANDARDS (12 HOURS OF WHICH 3 HOURS). 2) SYSTEM OF NEEDS AND PARTICIPATION: OBJECTIVES AND FORMS OF PARTICIPATION; PARTICIPATION TECHNIQUES; VISIONING TECHNIQUES (12 HOURS OF WHICH 3 HOURS). 3) EQUALIZATION: URBAN EQUALIZATION; MANAGEMENT OF BUILDING CREDITS; TERRITORIAL EQUALIZATION (12 HOURS OF WHICH 3 HOURS). 4) ASSESSMENTS: ENVIRONMENTAL IMPACT ASSESSMENT (EIA); STRATEGIC ENVIRONMENTAL ASSESSMENT (SEA); TECHNICAL-ECONOMIC EVALUATION OF URBAN PLANNING PROGRAMS (12 HOURS OF WHICH 3 EXERCISE HOURS). 5) SUSTAINABILITY OF URBAN TRANSFORMATIONS: SUSTAINABILITY INDEX OF URBAN INTERVENTION (12 HOURS OF WHICH 3 EXERCISE HOURS). 6) TERRITORIAL RISKS AND EMERGENCY PLANNING: DEFINITIONS OF TERRITORIAL RISK AND RELATED COMPONENTS OF HAZARD, VULNERABILITY, EXPOSURE (SEISMIC, HYDROGEOLOGICAL, MAJOR ACCIDENT, FOREST, RISK); LEGISLATION AND EVOLUTION OF DISCIPLINARY RULES; PREVENTION OF TERRITORIAL RISKS IN URBAN PLANNING INSTRUMENTS; METHODOLOGICAL ASPECTS OF THE ASSESSMENT OF RISK COMPONENTS; EMERGENCY MANAGEMENT AND MUNICIPAL EMERGENCY PLAN (12 HOURS OF WHICH 3 EXERCISE HOURS). 7) THE PRINCIPLE OF AGGLOMERATION: ECONOMIES OF LOCATION. THE PRINCIPLE OF HIERARCHY: THEORY OF CENTRAL PLACES; RANK-SIZE RULE; FLOW ANALYSIS (12 HOURS OF WHICH 3 HOURS). 8) THE PRINCIPLE OF ACCESSIBILITY: ISOLATED STATE THEORY (12 HOURS OF WHICH 3 HOURS). 9) THE PRINCIPLE OF SPATIAL INTERACTION: GRAVITATIONAL MODELS (12 HOURS OF WHICH 3 HOURS). 10) THE PRINCIPLE OF COMPETITIVENESS: HOYT MODEL; EXPORT-LED MODEL; GROSS DOMESTIC PRODUCT OF A CITY; LOWRY MODEL; TABLE OF TRANSACTIONS, EXAMPLES AND APPLICATIONS (12 HOURS INCLUDING 3 PRACTICE HOURS).
Teaching Methods
THE COURSE INCLUDES THEORETICAL LESSONS FOR A TOTAL OF 9 CREDITS AND CLASSROOM EXERCISES FOR A FURTHER 3 CFU. IN THE CLASSROOM EXERCISES, THE STUDENTS, DIVIDED INTO WORKING GROUPS, ARE ASSIGNED THE TASK OF DEVELOPING A PRELIMINARY MUNICIPAL URBAN PLAN. THE PROJECT IS AIMED AT ACQUIRING URBAN ANALYSIS AND DESIGN SKILLS. PARTICIPATION IN FRONTAL TEACHING HOURS IS MANDATORY AND ACCESS TO THE EXAM REQUIRES THE ATTENDANCE OF AT LEAST 70% OF THE HOURS OF LESSONS AND EXERCISES, ESTABLISHED ELECTRONICALLY OR MADE KNOWN BY THE TEACHER AT THE BEGINNING OF CLASS.
Verification of learning
THE EVALUATION OF THE FULFILLMENT OF THE OBJECTIVES WILL TAKE PLACE AS FOLLOWS IN THE FOLLOWING MANNER, AT THE END OF THE FIRST SEMESTER THERE WILL BE AN INTER-COURSE EXAMINATION OF THE FIRST PART OF THE PROGRAMME BY MEANS OF A 30-MINUTE ORAL INTERVIEW. AT THE END OF THE COURSE THERE WILL BE AN EXAMINATION RELATING TO THE SECOND PART OF THE PROGRAMME BY MEANS OF A 30-MINUTE ORAL INTERVIEW. THE FINAL MARK WILL BE AWARDED BY AVERAGING THE MARKS OBTAINED IN EACH OF THE TWO PARTS OF THE EXAMINATION.
IN ORDER TO PASS THE EXAMINATION, THE STUDENT MUST DEMONSTRATE THAT HE/SHE UNDERSTANDS AND IS ABLE TO APPLY THE MAIN CONCEPTS PRESENTED DURING THE COURSE. THE GRADE WILL DEPEND ON THE MATURITY ACQUIRED IN THE COURSE CONTENT, TAKING INTO ACCOUNT THE QUALITY OF THE ORAL PRESENTATION AND THE PROJECT WORK DEVELOPED. THE MINIMUM GRADE WILL BE AWARDED IF THE STUDENT KNOWS AT LEAST THE DEFINITION AND USE OF URBAN INDICATORS AND THE MAXIMUM GRADE IF HE/SHE ANSWERS MORE THAN SATISFACTORILY TO ALL THE QUESTIONS ASKED.
FOR THE PURPOSES OF AWARDING HONOURS, PARTICULAR ATTENTION WILL BE PAID TO THE ABILITY TO CROSS-REFERENCE THE VARIOUS TOPICS OF THE COURSE AND TO THE AUTONOMY OF JUDGEMENT DEMONSTRATED.
